NOTIFICATION
- The outbreak of Corona Virus (COVID- 19) in the country has caused the loss of livelihood for a large number of labourer/daily wage earner and worker working in the unorganized sector of our State. Due to loss of employment and livelihood, these people are passing through very difficult times.
- In order to provide some relief to such labourer/daily wage earner/worker, who is in extreme distress, the Governor is pleased to introduce a new scheme called “Prachesta” (প্রচেষ্টা).
- The details of the new scheme ‘Prachesta’ are given
The Prochesta Prakalpa Scheme Details:
1. Prachesta (প্রচেষ্টা)
- The new Scheme called ” Prachesta” will provide financial assistance to such labourer/daily wage earner/worker who has lost employment or livelihood opportunities due to outbreak of Corona Virus (COVID-19).
- The labourer/daily wage earner/worker does not have any alternative sustainable source of income and is passing through extreme.
The financial assistance of one-time ex-gratia payment of 1,000/- will be provided to such a labourer/daily wage earner/worker.
2. The detailed modalities of this Scheme are given below:
A)Eligibility Criteria for West Bengal Prochesta Prakalpa Scheme:
Any labourer/daily wage earner/worker who is a permanent resident of West Bengal, who is in extreme distress due to loss of employment/livelihood opportunities due to outbreak of Corona Virus (COVID- 19) and does not have any alternative sustainable source of income, will be eligible for the assistance on fulfilment of following conditions :
- The labourer/daily wage earner/worker is the sole bread-winner of the family.
- The labourer/daily wage earner/worker should not be a beneficiary of any social scheme of the State, like social pension scheme (Old age, Widow and Disability pension), Samajik Suraksha Yojana (SSY) etc.
- Only 1 person from a family will be eligible. Family for the purpose of the scheme shall include husband, wife and unmarried children.
- District Magistrate/Commissioner, KMC is satisfied that the applicant has actually lost employment/livelihood opportunity due to the outbreak of the Corona Virus (COVID-19) and does not have any alternative sustainable source of income.
- District Magistrate/Commissioner has reason to believe that the labourer/daily wage ean1er/worker is passing through extreme distress.
B. How to Apply West Bengal Prochesta Prakalpa Scheme:
Eligible candidate to submit an Application (as per enclosed Format – Annexure-A) to the District Magistrate in the districts or Commissioner, KMC for the Kolkata Municipal Corporation area. The application has to be submitted by the individual personally. No bulk applications will be accepted.
The following details documents will be required along with the application form to be submitted to the office of District Magistrate.
- Basic personal details of the applicant (such as name, father’s name, gender, date of birth, full address etc.)
- EPIC ID number or Voter ID
- Aadhaar card number
- Digital Ration card number
- Mobile number
- Bank account details (must be of the bank branch located in West Bengal state only)
3. Processing and Approval:
- District Magistrate will make arrangements to invite/receive applications, enquire and process through BDO in rural areas and SDOs in an urban area.
- Commissioner, KMC will make arrangements o invite/receive applications, enquire and process in KMC.
4. Nodal Department:
The Labour Department, Government of West Bengal will act as Nodal Department for the implementation, monitoring and supervision of the scheme.
5. Effective Date:
The Scheme will come into effect from 15th Apri9, 2020 and will remain in force till 15th Ma 2020.

‘প্রচেষ্টা’র ফর্ম অনলাইনে, পারবেন ক’জন!
লকডাউনে কাজহারাদের এককালীন অর্থ সাহায্য দিতে ‘প্রচেষ্টা’ প্রকল্পের ঘোষণা করেছে রাজ্য। কিন্তু আবেদনপত্র জমার ভিড়ে সামাজিক দূরত্বের মতো করোনা-বিধি শিকেয় উঠেছিল। পরিস্থিতি দেখে প্রক্রিয়া স্থগিত করেছিল সরকার। অবশেষে ঠিক হয়েছে, অনলাইনেই জমা নেওয়া হবে ‘প্রচেষ্টা’র আবেদনপত্র।
কিন্তু লকডাউনে সাইবার কাফে যেখানে বন্ধ, বন্ধ তথ্যমিত্র কেন্দ্র, সেখানে গাঁ-গঞ্জের মানুষজন এই পদ্ধতির সুবিধা কতটা নিতে পারবেন, সেই প্রশ্ন উঠেছে।
প্রশাসন সূত্রের খবর, ‘প্রচেষ্টা’ প্রকল্পে আবেদনপত্র ‘অনলাইন’ পদ্ধতিতে জমা নেওয়া হবে বলে শনিবার রাজ্য শ্রম দফতরের কমিশনার সব জেলাশাসককে জানিয়েছেন। আবেদনপত্র পূরণ ও জমা দেওয়ার পদ্ধতি সম্পর্কিত নির্দেশিকা পাঠানো হয়েছে। আবেদনপত্র জমার পরে কী ভাবে ‘স্ক্রুটিনি’ করা হবে তা-ও জানানো হয়েছে। প্রশাসন সূত্রে খবর, আজ সোমবার থেকে কম্পিউটার বা স্মার্টফোনের মাধ্যমে রাজ্য সরকারের ওয়েবসাইট থেকে ‘প্রচেষ্টা’র আবেদনপত্র ডাউনলোড করে পূরণ করা যাবে। আবেদনকারীদের নাম, ঠিকানা, বয়স, মোবাইল নম্বর, ব্যাঙ্কের অ্যাকাউন্ট নম্বর-সহ যাবতীয় নথিপত্র সমেত ‘অনলাইনে’ই জমা দিতে হবে আবেদনপত্র। ‘অফলাইনে’ কোনও আবেদনপত্র জমা নেওয়া হবে না। পূর্ব মেদিনীপুর জেলা শ্রম দফতরের উপ-কমিশনার মিহির সরকার রবিবার বলেন, ‘‘প্রচেষ্টা প্রকল্পে সোমবার থেকে অনলাইন পদ্ধতিতে আবেদনপত্র ডাউনলোড করা ও পূরণ করে জমা দেওয়া যাবে। আগামী ১৫ মে পর্যন্ত এই আবেদনপত্র জমা দেওয়া যাবে।’’
এর আগে ‘প্রচেষ্টা’ প্রকল্পের সাহায্য পেতে প্রাথমিকভাবে জেলাশাসক, মহকুমাশাসকদের অফিসে পূরণ করা আবেদনপত্র জমা দেওয়ার ঘোষণা করা হয়েছিল। কিন্তু গত ২৭ এপ্রিল থেকে আবেদনপত্র জমা দিতে রাজ্য জুড়েই প্রচুর ভিড় জমতে শুরু করে। শিকেয় ওঠে সামাজিক দূরত্বের মতো করোনা-বিধি। পরিস্থিতি বিবেচনা করে এ ভাবে হাতে হাতে আবেদনপত্র জমা নেওয়া অনির্দিষ্টকালে জন্য বন্ধ করে দেওয়া হয়। জেলাশাসকের অফিসে দীর্ঘক্ষণ লাইনে অপেক্ষার পরে বহু মানুষকে ফিরে যেতে হয়।
এ বার বিকল্প পন্থা হিসেবে ‘অনলাইন’ পদ্ধতি চালু করতে চলেছে সরকার। কিন্তু সেই পদ্ধতির সুযোগ কাজহারা প্রান্তিক মানুষজন কতটা নিতে পারবেন, প্রশ্ন সেখানেই। গ্রামীণ এলাকার বাসিন্দাদের অনেকেই স্মার্টফোনে অভ্যস্ত নন। অনেকেই অনলাইনে আবেদনপত্র তোলা ও জমার জন্য স্থানীয় তথ্যমিত্র কেন্দ্র বা সাইবার কাফেগুলির উপর নির্ভরশীল। কিন্তু এখন লকডাউন চলছে। তার উপর পূর্ব মেদিনীপুর ‘রেড জ়োনে’ থাকায় জেলার ‘তথ্যমিত্র কেন্দ্র’ ও সাইবার কাফেগুলি বন্ধ রয়েছে। এই পরিস্থিতিতে তৈরি হয়েছে সংশয়। তবে তৃণমূলের শ্রমিক সংগঠন আইএনটিটিইউসি-র জেলা সভাপতি দিব্যেন্দু রায় বলেন, ‘‘রুজি হারানো লোকজনকে আর্থিক সাহায্য করার যে প্রকল্প রাজ্য সরকার নিয়েছে, তাতে আবেদন করতে গিয়ে লোকজন যাতে সমস্যায় না পড়েন তা দেখা হবে। এ ক্ষেত্রে আমাদের দলের পঞ্চায়েত এবং পুরসভার প্রতিনিধি-সহ দলের কর্মীরাও সব রকম সাহায্য করবেন।’’
